I use Drupal v5.1 (http://drupal.org/). It's open source (free) and very flexible. I run it from the house over a DSL line on a Dell PowerEdge server but quite a few small/midsized ISPs offer Drupal to their customers now, in case you're interested. I believe there's a list of those ISPs on Drupal's site.

I've been very happy with Drupal. Because it's a full-blown content management system rather than just blog software there's a learning curve. But it's pretty much maintainable by the menus.
